THE OCTOBER 19 UPDATE
What actually changes at the table?
The new rulebreaker commanders can change how you build a deck. Most other bulletin changes clarify or reorganize existing rules.
Rulebreaker works before the game.
A rulebreaker ability applies during deck construction only when that card is your commander. Follow its specific exception; your other deckbuilding restrictions still apply.
Meld cards get their own category.
The update moves meld into rule 713. Meld cards no longer count as double-faced cards, so effects such as Overgrown Pest’s double-faced-card selection no longer find them. Ordinary meld gameplay is otherwise unchanged.
Tolabow’s extra color is clearer.
With Tolabow as your commander, choose one extra color for the color identity of instant and sorcery cards in your deck. You may also include any basic lands. This does not open that extra color to every card type.

Building with Tolabow? Check the whole color identity.
Choose green, for example: an instant or sorcery with blue and/or green color identity can fit this exception. Red, white and black remain outside that permission. An otherwise disallowed green creature does not qualify. Off-color abilities in rules text still count toward color identity. Use current Oracle text when your printed card differs.

Adventure spell names are valid choices when naming a card (201.4f). Multiple spells cast during one resolution may be cast in your chosen order (608.2g). Seven planeswalker subtypes were added, and battle-counter and zone-change rules were aligned or consolidated. See the complete bulletin for edge cases.
Constructed Commander and MBC Draft
These are different deckbuilding environments. Opening a card in a draft pack does not automatically make it legal in a constructed deck.
| Rule | Constructed Commander | MBC Commander Draft |
|---|---|---|
| Deck size | Exactly 100, including commander(s) | At least 60, including commander(s) |
| Repeated cards | Singleton, except basic lands and explicit exceptions | Multiple copies allowed |
| Draft procedure | Bring your constructed deck | 3 packs per player; take 2 cards per pick |
| Color identity | Follow your commander’s identity and explicit exceptions | Follow your commander’s identity and explicit exceptions |
| Starting life | 40 | 40 |
| Playtest / acorn | Outside normal Constructed legality | Playable in this product’s Limited events |

BEFORE YOU SLEEVE UP
Which cards can go in your deck?
New-card legality has two different start dates. Reprints retain their existing legality; special frames do not override a format’s banned list.
| Card group | Commander | Legacy / Vintage |
|---|---|---|
| 60 new-to-paper cards · MBC 1–60 | From November 13, 2026 | From January 1, 2027 |

| 10 acorn-stamp cards · MBC 61–70 | Not legal in Constructed | Not legal in Constructed |
| 121 playtest cards | Not legal in Constructed | Not legal in Constructed |

YOUR FIRST COMMANDER DRAFT
Three packs. Two picks. A 60-card deck.
MBC was built for Commander Draft. A box contains 24 boosters, with 20 cards in each pack: enough for eight players using three packs each.
Draft two cards at a time.
Open one pack each. Take two cards, then pass the pack. Pass left in the first pack, right in the second and left in the third. Repeat with all three packs.
Choose your commanders and colors.
In MBC Draft, an eligible commander with at most one color in its identity and no partner can be treated as having partner. If your pool lacks suitable commanders, the release notes provide a special two-color fallback. These permissions apply to MBC Draft.
Build at least 60 cards.
Count your commander(s) in the deck total. You can use repeated cards from your pool and add basic lands. Apply color identity, including any rulebreaker exception, as instructed.
Play in multiplayer pods.
Start at 40 life. The Commander rules still govern command-zone casting, commander tax and commander damage. Follow the event organizer’s pairing and round structure.

QUICK ANSWERS
Questions before your next game.
What are the Mystery Booster Commander game changes?
The October 19 bulletin introduces rule 903.5e for pregame rulebreaker abilities, separates meld cards from double-faced cards and clarifies Tolabow’s extra-color permission. It also includes smaller rules clarifications and organizational changes.
Does every rulebreaker card change my deckbuilding rules?
Only when that card is your commander. Apply the exception written on it. A rulebreaker card elsewhere in your deck does not grant that construction permission.
When do the new Mystery Booster Commander cards become legal?
The 60 new-to-paper cards numbered MBC 1–60 become legal in Commander on November 13, 2026, then in Legacy, Vintage and other Eternal formats on January 1, 2027. Reprints retain their existing legality.
Do all monocolor commanders now have partner?
The special partner permission applies to Commander Draft events using MBC boosters: eligible commanders with at most one color in their color identity and no partner can be treated as having partner. It does not give ordinary Constructed commanders that ability.
Are playtest and acorn cards legal in Commander?
They are not legal in normal Constructed Commander. They are playable in Mystery Booster Commander Edition Limited events. A casual group may agree to house rules before the game.
Are meld cards still double-faced cards?
The announced rules update places meld cards in their own rule section, 713. They no longer qualify as double-faced cards for effects that specifically look for that category. Their ordinary meld gameplay is otherwise unchanged.
How does Tolabow’s extra color work?
When Tolabow is your commander, choose one additional color that instant and sorcery cards in your deck may include in their color identity. Any basic lands are also allowed. Other card types do not receive that extra-color permission.
How many cards do I draft and build with?
Each player uses three 20-card boosters and takes two cards per pick. Build a deck of at least 60 cards including commander(s). Repeated cards are permitted in this Limited environment, and starting life is 40.
Does this bulletin change the Commander Game Changers list?
The October 19 document covers Comprehensive Rules and a Tolabow Oracle update. It does not announce a change to the Commander banned list or Game Changers list. Check their separate official resources when choosing a deck.
Where is the complete Mystery Booster Commander card list?
The official Card Image Gallery contains new cards and special treatments. The What’s Inside article separately lists Planeswalker-stamp reprints, Future Sight frame cards and playtest cards.
